An aluminum hydrocarbon-coated cylindrical sleeve system is provided that includes an aluminum structural body defining a cylindrical main body and a substantially circular internal cavity configured to receive a payload positioned centrally within the cylindrical main body. The aluminum structural body includes a hydrocarbon coating disposed on at least an interior surface of the aluminum structural body, wherein the hydrocarbon coating is applied by a polymerization process and is configured to establish a continuous thermal interface with the payload. The aluminum hydrocarbon-coated cylindrical sleeve system further includes an exterior cooling block interface region disposed along a longitudinal exterior surface of the aluminum structural body and configured for thermal coupling to an external cooling interface assembly. The hydrocarbon-coated aluminum structural body is configured to transmit cooling energy from the exterior cooling block interface region into the circular internal cavity and to absorb thermal energy from the payload for outward conduction through the aluminum structural body.
