This invention relates to a rotary vane internal combustion engine. The engine comprises a cylindrical casing with an inner tangent eccentric rotor. The contact area between the rotor and the inner wall of the casing designed with a slight undercut in the casing wall, corresponding to the rotor radius, to form a tangential contact aria, while allowing the rotor's outer cylindrical surface to rotate tangentially within the casing undercut with a sealing clearance. The rotor has multiple radial or off-radial slots with spring-loaded vane in each, which forms multiple chambers with varying volumes as the rotor rotates within the casing. Each vane fitted with a pivoted sealing shoe at its end, which maintains a sealing contact aria with the inner wall of the casing. The rotating vanes, in conjunction with the fixed rotor/casing tangent contact area, create variable volume chambers that is utilized to generate torque.
