Provided is hexagonal boron nitride powder that makes it possible to easily provide a cosmetic providing both airy, light texture and moist feel sensed in spreading thereof. Hexagonal boron nitride powder having a tap bulk density of not more than 0.08 g/cm3 and a shearing cohesion of not less than 3.5 kPa can attain the object, the shearing cohesion being calculated from a powder yield locus obtained through a powder bed shear stress analyzing test. The hexagonal boron nitride powder can be easily produced by a method for producing hexagonal boron nitride powder including a heating step of filling, with raw material powder containing coarse hexagonal boron nitride powder, a heating container so that a bulk density thereof becomes 0.16 g/cm3 to 0.23 g/cm3 and heating the raw material powder at a maximum temperature of 1700° C. to 2100° C. for not less than 3 hours under a nitrogen atmosphere, the coarse hexagonal boron nitride powder having a specific surface area of 12 m2/g to 30 m2/g and an eluted boron content of 1% to 15%.
