The invention discloses a transocular diagnostic device and method for Parkinson's disease caused by substantia nigra dopaminergic neurodegeneration. An optical vision device stimulates the eyes of a subject before and after a specific condition of increased dopamine levels in the body, and at the same time records the stimulation index. A fundus blood flow detection device detects and records fundus blood vessel and blood flow parameter change information before and after the increase in dopamine levels in the body of the subject and before and after visual stimulation to generate a blood flow index. A signal processing device receives the blood flow index and the stimulation index for processing to obtain a retinal neurovascular coupling function index; a computer or a chip receives the retinal neurovascular coupling function index to determine a risk or an outcome of substantia nigra dopaminergic neurodegeneration of a brain.
