High impact and penetration resistant lightweight composite panels include a foam core and an impact and penetration resistant protective layer on at least a portion of the lightweight composite panel. The foam core is a polymer and/or inorganic foam layer or sheet having first and second surfaces. A fiber mesh reinforced cementitious layer can cover one or both surfaces of the foam core. Example polymer foam cores include extruded polystyrene foam, expanded polystyrene foam, polyisocyanurate foam, or polyurethane foam. Example inorganic foam cores include perlite, ceramic microspheres, hollow glass spheres, glass foam, ceramic foam, expanded silica gel, porous wollastonite, urea-silicate foam, SiOC/SiC foam, refractory foam, and graphene. The impact and penetration resistant protective layer can be formed from polyurea, polyurethane, polyurea-polyurethane hybrid, polyaspartic, polymer-modified mineral binder, or hybrid resin-mineral composite. The protective layer can include a tightly woven scrim and/or a slip resistant filler embedded in the polymer.
