Making it possible to update key information that is used for encryption at an appropriate timing. A biometric information acquisition unit (11) acquires biometric information of a user. An encryption unit (12) encrypts the acquired biometric information with cryptographic key information, and generates query biometric information. An authentication unit (13) authenticates the user by comparing the query biometric information and target biometric information encrypted using the cryptographic key information. A comparison unit (15) compares a comparison score in the authentication with a predetermined threshold value. An information update unit (16) updates the cryptographic key information and the target biometric information if the comparison score is smaller than the predetermined threshold value.
