Devices and methods in a multi-radio dual connectivity (mr-dc) environment

A user equipment (UE) for wireless communication, comprising:

• at least one memory;
• and
• at least one processor coupled with the at least one memory and operable to cause the UE to:
• receive a conditional handover (CHO)-only configuration, wherein the CHO-only configuration does not support the UE to perform a conditional primary secondary cell addition or change (CPAC) in a multi-radio dual connectivity (MR-DC) environment;
• and
• deploy the CHO-only configuration in an event that a CPAC execution condition is not fulfilled.

A second network device for wireless communication, comprising:

• at least one memory;
• and
• at least one processor coupled with the at least one memory and operable to cause the second network device to:
• determine a cell configuration for at least one candidate target cell associated with the second network device, wherein the cell configuration is associated with a conditional handover (CHO)-only configuration that does not support a user equipment (UE) to perform a conditional primary secondary cell addition or change (CPAC) in a multi-radio dual connectivity (MR-DC) environment;
• and
• transmit the cell configuration to a first network device.
