Abstract
The present invention proposes a new technology plan for improving the quality felt by a customer and reducing international line traffic by implementing a specific technical configuration for local break-out on site so that a domestic subscriber terminal in overseas accesses an application server nearby (e.g., in an overseas area).

A session control device comprising:
- a controller configured to enable traffic according to a service between a home public land mobile network (hereinafter, an HPLMN) and a visited PLMN (hereinafter, a VPLMN) to be processed in a user plane function (UPF) of an HPLMN deployed in a region where a UE using the service is located, based on whether the UE is a UE of a different operator UE;
- and
- a state management unit configured to manage a network state per different operator for the UPF of the HPLMN.
A data processing device comprising:
- an information identification unit configured to identify external operator information also transmitted when receiving a request for a UE using a service between a home public land mobile network (hereinafter, an HPLMN) and a visited PLMN (hereinafter, a VPLMN);
- and
- a controller configured to manage information in which the identified external operator information and a downlink GTP-U TEID for the UE are mapped and to use the information when reporting a state of data traffic in a section between a UPF of a VPLMN and a UPF of an HPLMN to process traffic according to the service.
A method for a service between different PLMNs performed by a session control device, the method comprising:
- a control operation of enabling traffic according to a service between a home public land mobile network (hereinafter, an HPLMN) and a visited PLMN (hereinafter, a VPLMN) to be processed in a user plane function (UPF) of an HPLMN deployed in a region where a UE using the service is located, based on whether the UE is a UE of a different operator UE;
- and
- a state management operation of managing a network state per different operator for the UPF of the HPLMN.
A method for a service between different PLMNs performed by a data processing device, the method comprising:
- an information identification operation of identifying external operator information also transmitted when receiving a request for a UE using a service between a home public land mobile network (hereinafter, an HPLMN) and a visited PLMN (hereinafter, a VPLMN);
- and
- a control operation of managing information in which the identified external operator information and a downlink GTP-U TEID for the UE are mapped and using the information when reporting a state of data traffic in a section between a UPF of a VPLMN and a UPF of an HPLMN to process traffic according to the service.
