An example jitter measurement circuit includes a first delay circuit, a time-to-digital converter, and a resolution circuit. The first delay circuit, based on a first clock signal, outputs a second clock signal. The time-to-digital converter includes a plurality of first delay cells delaying the first clock signal, a plurality of second delay cells delaying the second clock signal, and a plurality of first phase detectors, and outputs a plurality of first phase detection signals based on the first clock signal, the second clock signal, and a control signal. The resolution circuit outputs the control signal, determines a resolution of the time-to-digital converter as a first resolution based on the plurality of first phase detection signals, and outputs a result signal corresponding to a level of a jitter of the first clock signal. The resolution of the time-to-digital converter is adaptively changing depending on the level of the jitter.
