An addition reaction-curable silicone emulsion composition containing at least one ureide compound (I) selected from non-polymeric organic compounds having at least one ureide group per molecule and organopolysiloxane (II) having at least two alkenyl groups per molecule, wherein the addition reaction-curable silicone emulsion composition contains 1.0 part by mass or more of the ureide compound (I) and 100.0 parts by mass or more of the water (VI) based on 100 parts by mass of the organopolysiloxane (II). This can provide: a silicone emulsion composition that provides a cured film having suitable release force and a high residual adhesion ratio against an adhesive, while having good coatability and good adhesiveness for paper or plastic film base material regardless of its type; and a release film wherein a cured film of the silicone emulsion composition is formed.
