A robot controller that controls a robot in such a way that the robot takes out an article conveyed by an article conveyance device while following the article, and packs the article in a container conveyed by a container conveyance device while following the container, the robot controller comprising:

• a container supply amount calculation unit that calculates a supply amount of a plurality of the containers conveyed by the container conveyance device;
• an article supply amount calculation unit that calculates a supply amount of a plurality of the articles conveyed by the article conveyance device;
• and
• a temporary placement unit control information-generation unit that generates control information about a temporary placement unit including a temporary placement space where at least one of the articles is temporarily placed and being movable by a in a first direction or a second direction opposite to the first direction, based on an output of the container supply amount calculation unit and an output of the article supply amount calculation unit.
