Measurement method and apparatus

A communication apparatus, comprising:

• at least one processor;
• and
• a memory having program instructions stored thereon which, when executed by the at least one processor, cause the communication apparatus to:
• receive third information from a network device, wherein the third information indicates a measurement gap and a measurement window, the measurement gap corresponds to at least one first measurement occasion, and the measurement window corresponds to at least one second measurement occasion, and wherein a first target measurement occasion in at least one first measurement occasion collides with a second target measurement occasion in the at least one second measurement occasion;
• and
• measure, based on the first target measurement occasion, an an inter-radio access technology (inter-RAT) evolved universal terrestrial radio access (E-UTRA) measurement object (MO) that has a scheduling restriction.
