Refresh indicator for coded video

A decoder apparatus the decoder apparatus comprising:

• memory;
• and
• processing circuitry, wherein the decoder apparatus is configured to perform a method for decoding a current picture of a video, the current picture comprising a current segment having a recovery picture order count value, the method comprising:
• decoding a refresh indicator value associated with the current picture from a refresh indicator syntax element in a bitstream for the video, the refresh indicator value indicating whether or not the video would be fully refreshed at the current picture when starting the decoding at the current segment;
• determining that the refresh indicator value indicates that the video would not be fully refreshed at the current picture when starting the decoding at the current segment;
• and
• after determining that the refresh indicator value indicates that the video would not be fully refreshed at the current picture when starting the decoding at the current segment, decoding from a recovery POC value syntax element, which is separate from the refresh indicator syntax element, a value specifying the recovery POC value of the current segment, wherein
• the recovery POC value indicates a recovery point segment in the bitstream, and
• the recovery point segment is a segment in the bitstream at which the video would be fully refreshed when starting the decoding at the current segment.
