A system and method coordinate Layer-0 and Layer-1 control to right-size optical resources responsive to a capacity reduction in an optical interface. At Layer-0, a reduction in interface capacity is detected or planned, such as from carrier failure, subrating, or margin-driven reconfiguration. At Layer-1, channelized services affected by the reduced capacity are identified based on a mapping between the services and optical resources, including carriers, slices, tributary slots, or calendar slots. Information indicating available residual capacity and service impact is exchanged between Layer-0 and Layer-1 entities. Based on the exchanged information, a right-sized configuration is computed, including removing unused carriers, resizing partially affected services, creating a new interface sized for affected services, or adjusting modulation or signal-to-noise ratio requirements. The right-sized configuration is implemented through control plane or software-defined networking commands, allowing unaffected services to remain active while reducing optical bandwidth consumption and improving partial survivability.
