Another radio wave absorption devices includes a first patch electrode; a second patch electrode independently controllable from the first patch electrode; a counter electrode facing the first patch electrode and the second patch electrode; and a liquid crystal layer between the first patch electrode and the counter electrode and between the second patch electrode and the counter electrode, wherein a first relative permittivity of the liquid crystal layer sandwiched between the first patch electrode and the counter electrode is different from a second relative permittivity of the liquid crystal layer sandwiched between the second patch electrode and the counter electrode.
