Abstract
This video signal decoding device comprises a processor, wherein the processor forms a block vector candidate list for a current block, and restores the current block on the basis of at least one block vector candidate included in the block vector candidate list, and the block vector candidate included in the block vector candidate list can be a block vector candidate of which the vertical or horizontal direction component is 0.

A video signal decoding device comprising a processor,
- wherein the processor is configured to:
- configure a block vector candidate list for a current block, and
- reconstruct the current block based on at least one block vector candidate included in the block vector candidate list, and
- wherein the block vector candidate included in the block vector candidate list is a block vector candidate of which the vertical or horizontal direction component is 0.

- wherein the processor is configured to obtain a bitstream decoded by a decoding method,
- wherein the decoding method comprises:
- configuring a block vector candidate list for a current block;
- and

- wherein the block vector candidate included in the block vector candidate list is a block vector candidate of which the vertical or horizontal direction component is 0.

- wherein the bitstream is decoded by a decoding method,
