A laminate includes: a metal layer; a first insulating layer; and a second insulating layer including a cured material of a resin composition. A proportion of a thickness of the first insulating layer to a thickness of the second insulating layer is lower than 10%. The resin composition contains an epoxy resin, a curing agent, a fluidity controlling agent, and a thermally conductive filler. A content of the thermally conductive filler based on a total mass of the resin composition is greater than or equal to 84% by mass and less than or equal to 97% by mass. The thermally conductive filler has at least two peaks within a range of a particle size larger than or equal to 0.05 μm and smaller than or equal to 25 μm in a volumetric particle size distribution measured by a laser scattering/diffraction method. The first insulating layer includes no inorganic filler.
