Provided are a vehicle occupant restraint device including: a rotating seat changeable between a forward-facing posture and a rearward-facing posture; a first buckle and a second buckle that are provided on both left and right sides of the rotating seat, respectively; a first seat belt device that is provided on a B pillar side and includes a first tongue attachable to and detachable from the first buckle that is located on an inner side in a vehicle-width direction in a case where the rotating seat is in the forward-facing posture; and a second seat belt device that is provided on an instrument panel side and includes a second tongue attachable to and detachable from the second buckle that is located on the inner side in the vehicle-width direction in a case where the rotating seat is in the rearward-facing posture, and a vehicle including the vehicle occupant restraint device.
