The first polymer and the second polymer are vertically oriented and nonwoven. A vehicle includes the panel. A method of forming the panel comprises forming the substrate with the first polymer and the second polymer; and adhering the cover to the substrate.

- a substrate comprising:
- a first polymer with a first melting point;
- and
- a second polymer with a second melting point higher than the first melting point;
- wherein the first polymer and the second polymer are vertically oriented and nonwoven.
