High-offset belt tensioners have an end plate having a bore, a pivot tube fixed in the bore and having and opposing end defining an annular cup, an arm is seated over the annular cup for rotation relative thereto, a flat wire torsion spring has an inner hook attached to the pivot tube and an outer hook attached to the arm, and a spring cover has an annular main body with a radially inward flange at a first end thereof and an open second end opposite thereof. The open second end optionally facing the end plate and houses the flat wire spring with the outer hook in a slot defined by an annular main body thereof. A pulley can be mounted to a pulley mount of the arm by a bolt or bolt sleeve that has axially oriented splines or knurls, which render it non-rotatable relative to the pulley mount.
