A method of manufacturing an anti-resonant fiber preform that includes an outer tube and a plurality of first capillaries that are joined to an inner wall of the outer tube and that are arranged mutually in a first positional relationship, a hollow core being formed in an area surrounded by the first capillaries, the method including: a first step of positioning the first capillaries respectively in a plurality of first positioning holes that are provided in a first positioning member; and a second step of inserting the first capillaries into the outer pipe, wherein the first positioning holes provided in the first positioning member are arranged such that the first positioning holes correspond to the first positional relationship of the first capillaries in the outer tube.
