A diamond tool includes: a base including a single-crystal portion formed by a single-crystal diamond; and a conductive portion formed on the single-crystal portion. The conductive portion includes a conductive portion surface forming a surface of the diamond tool. The base is formed by only the single-crystal portion that is electrically insulating.

A diamond tool, comprising:
- a base including a single-crystal portion formed by a single-crystal diamond;
- and
- a conductive portion formed on the single-crystal portion, wherein
- the conductive portion includes a conductive portion surface forming a surface of the diamond tool, and
- the base is formed by only the single-crystal portion that is electrically insulating.
