Medicinal optical bandages and wound care devices are disclosed. A medicinal optical bandage includes a flexible wound dressing material configured to be sufficiently transparent to allow ambient wavelengths of light to pass through. The medicinal optical bandage also includes a wavelength conversion material configured to convert at least a portion of the ambient wavelengths of light that pass through the flexible wound dressing material into a therapeutic wavelength of light. The therapeutic wavelength of light comprises at least one antimicrobial wavelength of light within a range of 390 nm to 420 nm for reducing infection and/or at least one photobiomodulation (“PBM”) wavelength of light within a range of 600 nm to 1400 nm for accelerating healing. The wavelength conversion material is an integral part of the flexible wound dressing material.
