Abstract
A method of decoding an image, includes obtaining at least one offset for a picture, deriving a variable for scaling for the picture based on the at least one offset, and performing inter prediction based on the variable for scaling for the picture. The at least one offset is defined with a direction of scaling.

A method for processing an image, the method comprising:
- obtaining, from a bitstream, a flag indicating whether a change of a quantization parameter for the current block is enabled;
- obtaining, from the bitstream, a difference value for the quantization parameter for the current block based on the flag;
- determining a predicted quantization parameter for the current block;
- deriving a quantization parameter for the current block based on the difference value and the predicted quantization parameter;
- deriving a scaled transform coefficient for the current block based on the derived quantization parameter and a scaling matrix for the current block.

A method for processing an image, the method comprising:
- determining a flag indicating whether a change of a quantization parameter for a current block is enabled;
- deriving a quantization parameter for the current block;
- determining a predicted quantization parameter for the current block;
- generating a difference value for the quantization parameter for the current block based on a difference between the quantization parameter and the predicted quantization parameter, based on the flag;
- deriving a transform coefficient level for the current block based on a transform coefficient of the current block, the quantization parameter, and a scaling matrix for the current block;
