Provided is a hand-cranked driving device, including a shooting component and a hand crank. The shooting component includes a shell, a connecting shaft rotatably penetrating through both sides of the shell, a first groove body and a second groove body respectively fixed to both ends of the connecting shaft, a piston rod movably connected in the shell in a reciprocating manner, and a driving wheel in driving connection to the piston rod through a driving component. A first clamping portion is arranged on the first groove body. A second clamping portion clamped with the first clamping portion is arranged on the driving wheel. The hand crank includes a connecting rod. The connecting rod is detachably fixed in the first groove body or the second groove body. Further provided is a hand-cranked water gun with the hand-cranked driving device.
