A communication method may be applied to an IAB system, or an access network system including a CU-DU split architecture. The method may include: determining first beam information to be used for communication between a terminal device and a target cell, where the first beam information includes a beam identifier of a first beam, communication of the terminal device is to be handed over from a source cell to a target cell, and the source cell and the target cell of the terminal device are cells of a relay node; and sending random access channel-less handover configuration information to the terminal device, where the random access channel-less handover configuration information includes the first beam information.
