A connection management method, wherein the method comprises:

• obtaining information about a first network element, wherein the first network element is a network element that triggers paging on a communication apparatus;
• and
• sending, to the first network element, a message used to request to resume a data transmission connection of the communication apparatus.

A connection management method, wherein the method is applied to a second network element, and the method comprises:

• receiving a first request message from a first network element, wherein the first request message is used to request connection information of a communication apparatus, the connection information is used to obtain information about one or more access network devices, and the one or more access network devices comprise an access network device that serves the communication apparatus;
• and
• sending the connection information of the communication apparatus to the first network element based on a status of the communication apparatus, so that when downlink data of the communication apparatus arrives, the first network element triggers resumption of a data transmission connection of the communication apparatus through the one or more access network devices.
