Coverage and Capacity in a Radio Access Network

A first base station comprising:

• one or more processors;
• and
• memory storing instructions that, when executed by the one or more processors, cause the first base station to:
• send, to a second base station, a first message comprising a coverage modification indication comprising:
• a first cell identifier of a first cell;
• a first cell coverage state of the first cell of the first base station, wherein the first cell coverage state indicates a coverage configuration of the first cell;
• an indication of a cause for a coverage modification for the first cell, wherein the cause comprises:
• a coverage issue;
• or
• a cell edge capacity issue;
• and
• an indication of a time when the first cell coverage state will be applied.

A non-transitory computer-readable medium comprising instructions that, when executed by one or more processors of a first base station, cause the first base station to:

• send, to a second base station, a first message comprising a coverage modification indication comprising:
• a first cell identifier of a first cell;
• a first cell coverage state of the first cell of the first base station, wherein the first cell coverage state indicates a coverage configuration of the first cell;
• an indication of a cause for a coverage modification for the first cell, wherein the cause comprises:
• a coverage issue;
• or
• a cell edge capacity issue;
• and
• an indication of a time when the first cell coverage state will be applied.
