The testing system includes a first test chamber having a turntable positioned to hold a wireless device connected to a cellular network. A second test chamber comprises a Wi-Fi signal source configured to supply the Wi-Fi signal to the wireless device and a control system. The control system varies a signal strength of the Wi-Fi signal at a predetermined interval while the wireless device is rotated by the turntable. The control system obtains measurement results that indicate a variation of the signal strength of the Wi-Fi signal due to a change of a position of the wireless device. The control system identifies an occurrence of a handover from the cellular signal to the Wi-Fi signal in response to the variation.
