Various aspects provide an electrosurgical instrument featuring an instrument shaft with a second transmission line for RF EM energy conveyance. At the distal end of the shaft, a distal end assembly receives the RF EM energy and includes a pair of jaws that can move relative to each other, enabling the opening and closing of a gap between their opposing inner surfaces. The first jaw houses a second energy delivery structure designed to deliver RF EM energy for cutting through biological tissue. This structure includes a dielectric substrate with an exposed top surface at the gap between the jaws and an under surface on the opposite side of the substrate. Additionally, a second active conductive layer is positioned on the under surface of the dielectric substrate, specifically arranged on an exposed lip at the distal end of the first jaw, facilitating precise energy delivery during surgical procedures.
