Fluorescence reporting systems and methods useful in characterizing substrates are provided. The system can be in the form of a device such as a bandage for a wound or packaging for a consumable. The system can comprise a fluorophore and a quencher configured to quench the fluorophore. It also can comprise an absorption matrix configured to receive a primary agent, for example, an enzyme, from a substrate. The primary agent can alter a proximity of the quencher to the fluorophore to affect energy transfer between them. The device can be applied to and removed from the substrate. Fluorescence or other radiation emitted by the device or system can be monitored and detected. The presence or absence of fluorescence can indicate a characteristic of the substrate, for example, a bacterial infection.
