List construction and signaling of transform types and transform sets

A computing system, comprising:

• control circuitry;
• memory;
• and
• one or more sets of instructions stored in the memory and configured for execution by the control circuitry, the one or more sets of instructions comprising instructions for:
• receiving video data comprising a set of blocks including a first block;
• maintaining an ordered transform list for the plurality of blocks, the ordered transform list corresponding to most probable transform options and comprising at least one of:
• transform type information and transform set information;
• selecting, for the first block, a transform option from the order transform list;
• determining an index value for the selected transform option in the ordered transform list;
• encoding the first block by applying the selected transform option to the first block;
• and
• signaling the index value in a video bitstream.

A non-transitory computer-readable storage medium storing one or more sets of instructions configured for execution by a computing device having control circuitry and memory, the one or more sets of instructions comprising instructions for:

• obtaining a source video sequence that comprises a plurality of frames;
• and
• performing a conversion between the source video sequence and a video bitstream of visual media data according to a format rule,
• wherein the video bitstream comprises a set of encoded blocks and a first indicator for an ordered transform list;
• and
• wherein the format rule specifies that:
• an ordered transform list is to be maintained, the ordered transform list corresponding to most probable transform options and comprising at least one of:
• transform type information and transform set information,
• an index value for the ordered transform list is to be determined for a first block in the set of encoded blocks, and
• the first block is to be decoded by applying a transform to the first block using information from the transform list at the index value.
