A control method executed by a computer of a manager installed in a vehicle, the control method comprising:

• receiving, from a plurality of advanced driver assistance system applications, a plurality of kinematic plans;
• arbitrating the kinematic plans, and selecting, when the kinematic plans include a request relating to stopped state holding of the vehicle in the arbitrating, a mode of stopped state holding of the vehicle from a plurality of modes of stopped state holding of the vehicle stored by a storage of the manager;
• calculating a motion request based on an arbitration result from the arbitrating;
• and
• distributing the motion request to at least one actuator system.

A non-transitory storage medium storing instructions that are executable by a computer of a manager installed in a vehicle and that cause the computer to perform functions comprising:

• receiving, from a plurality of advanced driver assistance system applications, a plurality of kinematic plans;
• arbitrating the kinematic plans, and selecting, when the kinematic plans include a request relating to stopped state holding of the vehicle in the arbitrating, a mode of stopped state holding of the vehicle from a plurality of modes of stopped state holding of the vehicle stored by a storage of the manager;
• calculating a motion request based on an arbitration result from the arbitrating;
• and
• distributing the motion request to at least one actuator system.
