- transmitting, by a network device, first downlink control information (DCI) for scheduling channels of at least two first cells to a terminal device.
A terminal device, comprising:
- a transceiver;
- a memory, configured to store a computer program;

- a processor, configured to call and run the computer program stored in the memory to control the transceiver to perform:
- receiving first downlink control information (DCI) transmitted by a network device, the first DCI being used for scheduling channels of at least two first cells.
