Abstract
A method for configuring a neighbor cell includes: sending first system information to a terminal device within a specified area, the first system information including: a list of neighboring cells corresponding to a cell where the terminal device is located for at least one time period, and a cell configuration parameter of each neighboring cell in the list of neighboring cells.

A method for configuring a neighboring cell, executed by a network device, comprising:
- sending first system information to a terminal device within a specified area, wherein the first system information comprises:
- a list of neighboring cells corresponding to a cell where the terminal device is located for at least one time period, and a cell configuration parameter of each neighboring cell in the list of neighboring cells.
