Abstract
An apparatus includes circuitry for determining that a command is to be transmitted to a user equipment, the command controlling entering of an inactive mode by the user equipment, the determining using current state information associated with the user equipment, and circuitry for causing the command to be transmitted to the user equipment.

An apparatus, comprising:
- at least one processor;
- and
- at least one non-transitory memory storing instructions that, when executed with the at least one processor, cause the apparatus to perform:
- determining that a command is to be transmitted to a user equipment, the command controlling entering of an inactive mode with the user equipment, the determining using current state information associated with the user equipment;
- and
- causing the command to be transmitted to the user equipment.
