Abstract
A base station may receive, from a wireless device, a transport block comprising an RRC setup request message. The RRC setup request message may be associated with an identity. The base station may determine that the wireless device is a reduced capability wireless device based on the identity.

A method comprising:
- transmitting, by a base station to a wireless device, system information indicating one or more first parameters of a random access process;
- and
- receiving, in response to initiation of the random access process by the wireless device, a transport block comprising a radio resource control (RRC) setup request message, wherein:
- the RRC setup request message is associated with an identity;
- the identity indicates that the wireless device is a reduced capability wireless device;
- and
- the reduced capability wireless device is associated with reduced capabilities compared to a non-reduced capability wireless device.

- one or more processors;
- and
- memory storing instructions that, when executed by the one or more processors, cause the base station to:
- transmit, to a wireless device, system information indicating one or more first parameters of a random access process;
- and
- receive, in response to initiation of the random access process by the wireless device, a transport block comprising a radio resource control (RRC) setup request message, wherein:
- the RRC setup request message is associated with an identity;
- the identity indicates that the wireless device is a reduced capability wireless device;
- and
