Frame-rate scalable video coding

A method for generating a coded video bitstream, comprising:

• generating a coded picture portion of the coded video bitstream, comprising coding a sequence of video pictures;
• and
• generating a signaling portion of the coded video bitstream, comprising:
• coding a first shutter angle flag indicating whether shutter angle information is fixed for all temporal sublayers in the coded picture portion;
• and
• generating a fixed shutter angle value for the signaling portion in response to the first shutter angle flag indicating that the shutter angle information is fixed, for use in displaying a decoded version of the sequence of video pictures for all the temporal sublayers in the coded picture portion using the fixed shutter angle value, and
• generating an array of sublayer shutter angle values for the signaling portion in response to the first shutter angle flag indicating that the shutter angle information is not fixed, wherein for each of the temporal sublayers, a value in the array of sublayer shutter angle values indicates a corresponding shutter angle for displaying a decoded version of the temporal sublayer of the sequence of video pictures.
