Image decoding apparatus

A video decoding device comprising:

• a receiver configured to receive a bitstream having a plurality of layers and a video parameter set (VPS) that includes a syntax representing a number of layer sets defined on the VPS and a layer set identifier for identifying the layer set, and an output layer flag for designating whether a layer included in the layer set is an output layer;
• and
• a memory containing instructions;
• and
• a decoding processor coupled to the memory, wherein the processor is configured to implement the instructions to cause the decoding device to derive output layer set information describing an output layer set that includes at least one output layer,
• wherein a total sum of values of output layer flags of layers included in the output layer set is at least one,
• wherein the layer set consist of one layer, and
• wherein the output layer set includes at least one output layer.

A non-transitory computer-readable medium storing computer instructions that when executed by one or more processors, cause the one or more processors to perform the following:

• receiving, by the video decoder, a bitstream having a plurality of layers and a video parameter set (VPS) that includes a syntax representing a number of layer sets defined on the VPS and a layer set identifier for identifying the layer set, and an output layer flag for designating whether a layer included in the layer set is an output layer;
• and
• deriving, by the video decoder, output layer set information describing an output layer set that includes at least one output layer,
• wherein a total sum of values of output layer flags of layers included in the output layer set is at least one,
• wherein the layer set consist of one layer, and
• wherein the output layer set includes at least one output layer.
