Allocating resources among communication cells based on a potential communication load of user equipment in idle mode

First network equipment, comprising:

• a processor;
• and
• a memory that stores executable instructions that, when executed by the processor, facilitate performance of operations, comprising:
• collecting, during an idle state, signal propagation information applicable to a location,
• transmitting a location update message to second network equipment, wherein the location update message comprises the signal propagation information and the location, and
• commencing establishment of an active state connection with the second network equipment, wherein, before commencing establishment of the active state connection, based on the location update message, the second network equipment allocated resources for the active state connection in advance of commencing establishment by the first network equipment.

A non-transitory machine-readable medium, comprising executable instructions that, when executed by a processor of a beam controller device, facilitate performance of operations, comprising:

• predicting that a user device in an idle state is going to request an active connection at a predicted future time;
• based on predicting the idle state, identifying base station equipment that are able to enable network coverage for the user device before the predicted future time to facilitate establishing the active connection;
• and
• based on predicting the user equipment is going to request an active mode connection, prioritizing, by the system, allocation among the base station equipment, of resources to provide coverage at a predicted location to facilitate an active mode connection by the user device to the base station equipment.
