Abstract
A blocked isocyanate has an isocyanate group of a polyisocyanate compound blocked with one or more blocking agents including a first blocking agent, which is represented by general formula (1). At least some of the first blocking agent has been neutralized with acid. (wherein R1 to R5 each represent a hydrogen atom or a hydrocarbon group having 1 to 12 carbon atoms; R1 and R3 may be bonded to each other to form a heterocycle, R4 and R1 may be bonded to each other to form a heterocycle, and R5 and R3 may be bonded to each other to form a heterocycle).

A water-dispersible blocked isocyanate, being a blocked isocyanate obtained by blocking an isocyanate group of a polyisocyanate compound with a blocking agent,
- wherein the blocking agent comprises a first blocking agent represented by general formula (1), and
- at least some of the first blocking agent has been neutralized with acid.
