Topical formulations having enhanced bioavailability

A composition comprising:

• a liposomal concentrate comprising a phospholipid selected from the group consisting of lecithin, lysolecithin, phosphatidylcholine, phosphatidylethanolamine, phosphatidylinositol, phosphatidylglycerol, phosphatidic acid, phosphatidylserine, lysophosphatidylcholine, lysophosphatidylethanolamine, lysophosphatidylglycerol, lysophosphatidic acid, lysophosphatidylserine, PEG-phosphatidylethanolamine, PVP-phosphatidylethanolamine, and combinations thereof;
• at least one lipophilic bioactive agent;
• and
• at least one solubilizer;
• in combination with at least one pharmaceutically acceptable carrier possessing at least one permeation enhancer in an amount from about 0.5% by weight to about 20% by weight of the composition,
• wherein the phospholipid is present in the composition in an amount from about 2% to about 20% by weight of the composition and the bioactive agent is present in an amount from about 0.5% to about 20% by weight of the composition.
