An internal state identification unit acquires sensor data of a person to be monitored, such as a patient, from a sensor group including one or a plurality of sensors. An identification model is a model for identifying an internal state of the person to be monitored. The identification model is generated using sensor data acquired in the past. The internal state identification unit identifies the internal state of the person to be monitored based on the acquired sensor data and the identification model. A determination unit determines whether or not a condition for generating another identification model is satisfied. A model generation unit generates, when the determination unit determines that the condition is satisfied, an identification model different from the identification model by using the sensor data of the person to be monitored acquired from the sensor group.
