A vehicle control device that: judges a state of a vehicle; structures a plurality of VMs that control equipment installed in the vehicle; and in accordance with the state of the vehicle, switches an order of carrying out activation or stoppage of the plurality of VMs.

A vehicle control device comprising:
- a memory;
- and
- a processor that is connected to the memory,
- wherein the processor is configured to judge a state of a vehicle,
- structure a plurality of VMs (Virtual Machines) that control equipment installed in the vehicle, and
- in accordance with the state of the vehicle, switch an order of carrying out activation or stoppage of the plurality of VMs.
