## Abstract

A wireless transmit receive unit (WTRU) may operate in a dual connectivity (DC) context. While in a RRC_INACTIVE state, the WTRU may receive a paging message from a first cell, which may be associated with a master cell group (MCG). The paging message may indicate that the WTRU is to respond to the paging message on another cell. Also, or alternatively, the paging message may indicate that data for the WTRU is available on an SCG bearer. The WTRU may select a second cell (e.g., a cell other than the first cell) from a secondary cell group (SCG) list, which may include one or more secondary cells. The WTRU may initiate a random access channel procedure with the second cell based on receiving the paging message from the first cell. The WTRU may receive data from the second cell via the SCG bearer while in the RRC_INACTIVE state.

## Claims

### Claim at position 1

1-20. (canceled)

### Claim 21

A wireless transmit receive unit (WTRU) comprising:
a processor configured to:
receive a message while the WTRU is in an inactive mode, the message comprising a parameter associated with performing a measurement on a cell;
perform the measurement on the cell based on the parameter while the WTRU is in the inactive mode based on a condition being satisfied;
determine whether to transmit the performed measurement on the cell; and
based on a determination to transmit the performed measurement on the cell, transmit the measurement to a network while the WTRU is in transition from the inactive mode to a connected mode.

### Claim 22 (depends on 21)

The WTRU of claim 21, wherein the cell to perform the measurement on comprises a secondary cell group (SCG) cell.

### Claim 23 (depends on 21)

The WTRU of claim 21, wherein the satisfied condition comprises a timer being unexpired.

### Claim 24 (depends on 23)

The WTRU of claim 23, wherein the processor is configured to stop the measurement on the cell based on a condition that the timer has expired.

### Claim 25 (depends on 21)

The WTRU of claim 21, wherein the satisfied condition comprises the WTRU having stayed in an area.

### Claim 26 (depends on 25)

The WTRU of claim 25, wherein the processor is configured to stop the measurement on the cell based on a condition that the WTRU has left the area.

### Claim 27 (depends on 21)

The WTRU of claim 21, wherein the parameter comprises one or more of a cell bandwidth, a configuration of reference signals (RSs), a measurement configuration, an event configuration, information associated with a primary cell (PCell), or a list of secondary cell group (SCG) cells to perform the measurement.

### Claim 28 (depends on 21)

The WTRU of claim 21, wherein the message comprises a system information (SI) message or a system information block (SIB) message.

### Claim 29 (depends on 21)

The WTRU of claim 21, wherein the inactive mode comprises a RRC_INACTIVE state, and wherein the connected mode comprises a RRC_CONNECTED state.

### Claim 30

A method comprising:
receiving a message while a wireless transmit/receive unit (WTRU) is in an inactive mode, the message comprising a parameter associated with performing a measurement on a cell;
performing the measurement on the cell based on the parameter while the WTRU is in the inactive mode based on a condition being satisfied;
determining whether to transmit the performed measurement on the cell; and
based on a determination to transmit the performed measurement on the cell, transmitting the measurement to a network while the WTRU is in transition from the inactive mode to a connected mode.

### Claim 31 (depends on 30)

The method of claim 30, wherein the cell to perform the measurement on comprises a secondary cell group (SCG) cell.

### Claim 32 (depends on 30)

The method of claim 30, wherein the satisfied condition comprises a timer being unexpired, and wherein the method comprises:
stopping the measurement on the cell based on a condition that the timer has expired.

### Claim 33 (depends on 30)

The method of claim 30, wherein the satisfied condition comprises the WTRU having stayed in an area, wherein the method comprises:
stopping the measurement on the cell based on a condition that the WTRU has left the area.

### Claim 34 (depends on 30)

The method of claim 30, wherein the parameter comprises one or more of a cell bandwidth, a configuration of reference signals (RSs), a measurement configuration, an event configuration, information associated with a primary cell (PCell), or a list of secondary cell group (SCG) cells to perform the measurement.

### Claim 35 (depends on 30)

The method of claim 30, wherein the message comprises a system information (SI) message or a system information block (SIB) message, and wherein the inactive mode comprises a RRC_INACTIVE state, and wherein the connected mode comprises a RRC_CONNECTED state.
