Method and apparatus for measuring and reporting beams in a beamforming based system

A terminal comprising:

• a transceiver;
• and
• at least one processor configured to:
• receive, from a base station, measurement report configuration information including first information associated with a threshold value,
• measure a plurality of beams transmitted from a base station based on the measurement report configuration information,
• derive a measurement result based on measurement values of the plurality of beams, and
• transmit the measurement result to the base station,
• wherein the measurement result is derived by averaging the measured values of the plurality of beams above a threshold value indicated based on the first information.

A method performed by a base station, the method comprising:

• transmitting, to a terminal, measurement report configuration information including first information associated with a threshold value;
• transmitting signals based on a plurality of beams to the terminal;
• and
• receiving a measurement result from the terminal,
• wherein the measurement result is derived based on measurement values of the plurality of beams, and
• wherein the measurement result is derived by averaging the measured values of the plurality of beams above a threshold value indicated based on the first information.

A base station comprising:

• a transceiver;
• and
• at least one processor configured to:
• transmit, to a terminal, measurement report configuration information including first information associated with a threshold value,
• transmit signals based on a plurality of beams to the terminal, and
• receive a measurement result from the terminal,
• wherein the measurement result is derived based on measurement values of the plurality of beams, and
• wherein the measurement result is derived by averaging the measured values of the plurality of beams above a threshold value indicated based on the first information.
