• forming at least one hole on the insulating protection layer, the hole extending into at least one of the electrical contact pads to form at least one concave portion on the electrical contact pad;
• and
• forming a filling material in the concave portion.

• providing a substrate body including a plurality of electrical contact pads, wherein at least one of the electrical contact pads includes at least one concave portion;
• and
• forming an insulating protection layer on the substrate body, and forming a filling material in the concave portion, wherein the insulating protection layer includes a plurality of openings exposing the electrical contact pads.
