A system to characterize fluid in a building includes a processor; a fluid sensor and fluid quality coupled to the processor; a fluid valve coupled to the processor; an encryption module executed by the processor to secure fluid data; and a transceiver to communicate secured fluid data over a network to a remote processor.

A system to characterize fluid in a building, comprising:

- a fluid sensor coupled to the processor;
