A terminal apparatus that communicates with a base station apparatus comprising:

• receiving circuitry configured to receive on a physical downlink control channel, an uplink grant,
• higher layer processing circuitry configured to have the uplink grant;
• and
• transmitting circuitry configured to transmit, based on the uplink grant, a Medium Access Control Protocol Data Units (MAC PDU), wherein
• the higher layer processing circuitry is configured to determine not to generate a MAC PDU that includes only a padding Buffer Status Report (BSR), and
• the higher layer processing circuitry is configured to determine to generate a MAC PDU that includes a regular BSR.

A base station apparatus that communicates with a terminal apparatus comprising:

• transmitting circuitry configured to transmit on a physical downlink control channel, an uplink grant,
• higher layer processing circuitry configured to have the uplink grant;
• and
• receiving circuitry configured to receive, based on the uplink grant, a Medium Access Control Protocol Data Units (MAC PDU), wherein
• the higher layer processing circuitry is configured to consider that a MAC PDU that includes only a padding Buffer Status Report (BSR) is not generated, and
• the higher layer processing circuitry is configured to consider that a MAC PDU that includes a regular Buffer Status Report (BSR) is generated.

A communication method of a terminal apparatus that communicates with a base station apparatus comprising:

• receiving on a physical downlink control channel, an uplink grant,
• having the uplink grant,
• transmitting, based on the uplink grant, a Medium Access Control Protocol Data Units (MAC PDU),
• determining not to generate a MAC PDU that includes only a padding Buffer Status Report (BSR), and
• determining to generate a MAC PDU that includes a regular BSR.

A communication method of a base station apparatus that communicates with a terminal apparatus comprising:

• transmitting on a physical downlink control channel, an uplink grant,
• having the uplink grant,
• receiving, based on the uplink grant, a Medium Access Control Protocol Data Units (MAC PDU),
• considering that a MAC PDU that includes only a padding Buffer Status Report (BSR) is not generated, and
• considering that a MAC PDU that includes a regular Buffer Status Report (BSR) is generated.
