Abstract
This invention is a system creating risk indices, where the risk index is based on a combination of indicators. The indicators for measuring risk are adaptive and dynamic to the changing availability of disaster information and state of the system. Importantly, this research addresses two needs of emergency responders. It provides a risk-based prioritization of key geo-locations to allocate support and mitigation efforts. It provides a mechanism for prioritizing data collection and analysis efforts.
Claims20
A distributed computer apparatus having memory and a geospatial information data processor to perform multi-criteria decision analysis comprised of:
- a Project Object which receives input parameters which include time and geographical coordinates to instantiate a project;
- and a plurality of virtual processing components to produce data set layers including:
- at least one Scenario Object, wherein each of said at least one Scenario Object is configured with static attributes and functions to update said Scenario attributes;
- at least one GIS Object associated with each of said at least one Scenario Object wherein each of said at least one GIS Object is configured with static attributes and functions to update said static attributes;
- at least one Risk Object associated with each of said at least one GIS Object;
- and
- said at least one Risk Object is associated with said static attributes and functions to update said static attributes.
A Method for processing geospatial information system data and performing a model multi-criteria decision analysis on a computer having memory and a processor, comprised of the steps of:
- initializing at least one Scenario Object associated with a time;
- instantiating at least one GIS Object and associating said at least one GIS Object with said at least one Scenario Object to identify the geographical areas to be tracked;
- instantiating two or more Risk Objects and each of said two or more Risk Objects with each of said at least one Scenario Object;
- populating Risk attribute values;
- performing a ranking function to rank each of said two or more Risk Objects;
- and
- performing a function to reprioritize said GIS Objects based on an GIS attribute values having an association with Risk Values.
